"

.'

for system recovery would be performed as in the case of the
other two operational periods. The process repeats itself
starting in June.

The desirable management objectives for each project
purpose guiding excess release decisions dur ing each of the
three operational periods discussed above are summarized in
Table 8. An example of how excess water III ight be
redistributed in comparison to a base case operation is shown
in Table 9.

3.4 Evaluation of the Annual Operating Plan

3.4.1 Quantification of Benefits and Risks- the
Evaluation Parameters. After quantifying excesS-Water and
redistributing a portion of it as appropriate and according
to the rationale described above, the resulting release
schedule constitutes the proposed AOP for the operating year.
Prior to adoption, the projected impacts of the plan must be
evaluated. Evaluation requites defining, to the extent
possible, the benefits and risks associated with the proposed
plan. The following evaluation parameters have been
identified for the various project purposes and should be
included in the analysis as appropriate:

project Purpose
Flood control

Water conservation

River regulation

Hydropower generation

Water qual! ty

Recreation, fish and
wildlife

Evaluation Parameter

probability of high magnitude
damaging flood control releases

Ability to "recover" to a Base Case
reservoir condition

O&M costs based on the probability of
various magnitudes of flood control
releases

Degree of fluctuation in flow

Energy generation and revenues based
on timing and magnitude of releases

probability of bypassing power plants

projected river salinity and
suspended and settleable solids

Degree of fluctuation in flow

Degree of fluctuation in flow

-34-
