uva,Hi

.

.

In response to our request last month, I have included in the Board folder copies of the
various member agencies letters that have been sent to Congress in support of the salinity control
program.

I can report that Mr. Jack Barnett will be traveling to Washington D.C. next week to discuss
the need for appropriations for the Salinity Control Program. Several meetings are scheduled with
administration and deparbnent administrators in the U.S. Department of Agriculture to stress the
need of the designation of the Colorado River Basin Salinity Control Program as a National Priority
Area under the EQIP laws and rules.

Mr. Bamett will be accompanied by representatives from the Mississippi River Delta County,
known as the Delta Council, an organization that has formally requested a national designation for
a large area in the state of Mississippi located in the Mississippi Delta region. lbis group has the
support of Mississippi Senator Thad Cochran, Chairman of the Subcommittee on Agriculture, Rural
Development, and Related Agencies.

Clean Water Act Section 303 (d) List

Included in the Board folder is a copy of a notice, dated April 6, 1998, addressed to Interested
Panies from Mr. Phil Gruenberg, Executive Officer of the California Regional Water Quality
Control Board, Colorado River Region (Regional Board), regarding the "Notice of Public Review
of the Updated 1998303 (d) List ofImpaired Water Bodies within the Colorado River Basin Region
of California". The updated list includes additional detail pertaining to target dates for proposed
Total Maximum Daily Load (TMDL) development of listed water bodies, which was not included
in the draft November list. The updated list is being distributed for a thirty-day public review of the
details of TMDL target dates and comments should be forward to the Regional Board within thirty
days of its April 6th letter. Comments received will be considered at the next scheduled Regional
Board meeting, on May 14.1998.

I have included in the Board folder a copy of the Imperial Irrigation District's testimony
which was presented at the January 8, 1998. Regional Board's hearing on the 303( d) List of Impaired
Water Bodies, which was held in Indian Wells, California.

Gerald R. Zimmerman
Executive Director

7
