<br />. <br /> <br />. <br /> <br />The LCR MSCP Workgroup and associated Sub-Committees have been meeting regularly <br />to develop recommendations for the Steering Committee's consideration on issues such as: project <br />scope, long-term funding. hydrological modeling, permit requirements. and biological resources. <br />With regard to permit requirements, representatives of the Steering Committee hope to meet with <br />the U.S. Army Corps of Engineers (Corps) within the next two or three months to determine the <br />Corps' permit requirements and invite the Corps to participate in the LCR MSCP program. <br /> <br />The Plan Development Contractor. Ogden Environmental and Energy Services (Ogden), has <br />delivered two contract documents, "Proposed Vegetation Classification" and "Recommended <br />Priority and Planning Species", to interested workgroup members. The Biological Sub-Committee <br />is meeting on April161b to consider the data provided in these reports and provide recommendations <br />to Ogden. Work has begun on preparation of the LCR MSCP Year-Two budget and it is expected <br />to be adopted on April 29"', 1998. <br /> <br />Included in the Board folder is a copy of the Board's Resolution, approved at the March I lib, <br />1998, meeting regarding the LCR MSCP project scope. Also included in the Board folder is a copy <br />of a resolution regarding the same issue adopted by the Palo Verde Irrigation District's Board of <br />Trustees on March 17, 1998. <br /> <br />WESTERN WATER PLANNING <br /> <br />Glen Canvon Environmental Studies <br /> <br />The Glen Canyon Technical Work Group met on April"'" and 8,1998 in Phoenix, Arizona. <br />Most of the meeting was devoted to progress reports from sub-committees, or ad-hoc groups <br />established to address the following: the Science Advisory Board; beach habitat building flows <br />(BHBF); resource criteria; and, Glen Canyon Dam spillway gate extensions and management <br />objectives. Included in the Board Folder is a copy of the April 7"' and 81b meeting agenda for your <br />information. Reclamation has prepared a "Draft Environmental Assessment" for the BHBF under <br />consideration for the Spring or Summer of 1998. Included in the Board Folder is a copy of Chapter <br />I "Purpose of and Need For Action" of that report which provides a good summary of the BHBF <br />Issue. <br /> <br />WATER QUALITY <br /> <br />Colorado River Basin Salinity Control Prol!raIIl <br /> <br />The U.S. Congress is continuing to hold hearings and take testimony on the President's <br />proposed FY 1999 Budget. Included in the Board folder is Memorandum 98-21 from Mr. Jack <br />Bamett. Executive Director of the Colorado River Basin Salinity Control Forum (Forum), <br />transmitting a copy of his testimony that was sent to Representative Joseph M. McDade requesting <br />the Subcommittee on Energy and Water Development to support the $17.5 million funding level <br />recommended by the Forum for Reclamation's salinity control program efforts in FY 1999. <br /> <br />6 <br />
