The west slope facilities consist <br />of a water collection system located in .the Hunter Creek and Fryingpan <br />River drainage basins, both of \-1hich are tributaries of the Roaring Fork <br />River. The collection system is designed to divert water from various <br />rivers and creeks in the two drainage basins and carry the water to the <br />Charles H. Boustead Tunnel which then conveys the ,,,ater 'through the <br />divide to the Arkansas Rivcr Basin. <br /> <br />The t.otal collection system is designed to transport an average of 69,200 <br />acre-feet of project water annually from t1.~ two drainage basins. The <br />collection system is divided into two parts - Northside and Souths ide <br />Collection Systems. The Souths ide System diverts and transports 50,800 <br />acre-feet annually (or 73% of the total). The Hunter Creek drainage <br />basin provides a portion of the water for diversion and transportation <br />by the Souths ide System. These facilities are located on Hunter, No <br />Name, and Hidway Creeks and fur!lish 16,8DO acre-feet annually or about <br />24~ of the total project water supply. <br /> <br />Project Operating Prindp'les adopted by the State of Colorado and <br />incorporated as a part of House Document No. 130, 87th Congress, 1st <br />Session established minimum stream flows to protect existing and future <br />beneficial uses of water in Western Colorado, including recreational <br />and fishing values. The operating principles established minimum flows <br />for all west slope ,lrainages except the Hunter Creek drainage. Those <br />principles provide for release of 3,000 acre-feet annually to the head- <br />waters of the Roaring Fork River for flow augmentation during low flow <br />periods, from supplies that would otherwise be diverted by the Twin <br />Lakes Canal and Reservoir Co~pany to the east slope. Although the <br />operating principles do not address the subject of minimum flows in the <br />Hunter Creek drainage. the Fish and wildlife Scrvic~ has recc~ended <br />such flows and the Bureau has incorporated these flows in the Fryingpan <br />River Project Operations. They provide minimum flows as follows: <br /> <br />3 <br />ftis <br />ft3/s <br />ft /s <br /> <br />Hunter Creek <br />Midway Creek <br />No Name Creek <br /> <br />8.5 <br />2.5 <br />3.0 <br /> <br />The flows are enumerated and discu"sed in the Final Environmental Sta tement. <br /> <br />Construction Status <br /> <br />The first contract on Hunter Tunnel consisted of excavation for <br />approximately 4.5 miles of tunnel from Chapman Diversion to Hunter <br />Diversion, exc3vation for HUIlter Diversion illtakc shaft, access road <br />construction to the outlet portal at the Chapman Diversion and Sawyer <br />Creek conduit.
