<br />The "Legal and Institution Framework for Rio Grande Project Water Supply and Use" <br />report prepared by the USBR in October 1995 summarizes various federal statutes, contracts, <br />and court decisions that relate to the development and control the operation of the Rio Grande <br />Project. The reader is referred to this report for a discussion on them. (Should we include a <br />discussion here or perhaps put this infonnation in an appendix? Either way, 1'1/ need <br />help.) <br /> <br />Mexican Treatv of 1906 <br /> <br />On May 21,1906, the United States and Mexico concluded a convention (34 Stat. 2953) <br />to provide for the equitable distribution of waters of the Rio Grande for irrigation purposes and to <br />remove all causes of controversy between them with respect thereto. The treaty was ratified by <br />the U.S. Congress on January 16, 1907. Articles I through IV are relevant in this study, and are <br />summarized below. A copy of this treaty is included in this report as Appendix B for convenient <br />reference. <br /> <br />Article I provides that the United States shall deliver 60,000 acre-feet of water annually <br />to Mexico in the bed of the Rio Grande at the headworks of the Acequia Madre. As described in <br />the previous section of the report, the Acequia Madre obtains its water at the International <br />Diversion Dam.
