PORT CONSTRUCTION AND DEVELOPMENT PRIORITY PROGRAM <br /> <br />the Port Construction and Development Priority Program was created <br />by Act 452 of 1969. Even though this Act was signed into law on <br />June 30, 1969. implementation hinged on passage of the <br />transportation Trust Fund which was to provide a constitutionally <br />protected funding source for the program. The Trust Fund was <br />successfully passed by popular vote in October of 1969 and became <br />effective in January of 1990. <br /> <br />"Once it passed, OCTO began developing rules and regulations by which <br />the program would be governed. Toward this objective DOTD worked <br />with the LSD Ports and Waterways Institute, the Ports Association of <br />Louisiana and the Governor's Transportation Infrastructure <br />Evaluation Committee. Interim Rules and Regulations were developed <br />and provided to Louisiana's ports. Based on these rules the ports <br />developed and submitted twenty-four applications to OCTO for <br />consideration and eighteen were recommended for funding. Six were <br />for deep draft ports and twelve were for shallow draft ports. <br /> <br />During the regular legislative session of 1990 the legislature <br />appropriated $22.5 million to the Port Program. Of this amount, <br />$7.5 million was derived in the second half of fiscal year 1989-1990 <br />and $15 million ~aB derived from fiscal year 1990-1991. This total <br />allocation was sufficient to allow for funding of all eighteen <br />recommended projects. At the present time, several of these are <br />under construction and the remainder are completing their <br />pre-construction activities. <br /> <br />In November of 1990 the ports submitted 25 applications for funding <br />consideration in fiscal year 1991-1992. These are currently being <br />reviewed. Once the projects are scored and ranked, a public hearing <br />will be held and a recommended construction program will be <br />presented to the legislature for adoption. <br /> <br />1 <br />
