The Environmental Resources <br />Committee was active in fiscal year 1991 and met on two occasions. <br />Questions were presented and discussed on wetlands, federal <br />legislation, and water quality nonpoint source pollution and the <br />status of work efforts by the Environmental Protection Agency and the <br />United States Department of Agriculture. (This non-point issue <br />became a program component for the fall 1991 meeting). <br /> <br />State and Federal Activitv Reports. The five-minute activity reports <br />are a part of the agenda of the AWRBIAC meeting. These reports cover <br />legislation, planning construction, operation, and other subjects in <br />the area of water and related land resources. The five-minute <br />activity reports are informative and generate meaningful discussions. <br />These reports are appended to the minutes of the 126th meeting, or <br />attached to this annual report for the 127th meeting. <br /> <br />Resolutions. The U.S. Army Corps of Engineers proposed <br />reorganization as a part of Base Realignment and Closure Commission <br />caused concern among AWRBIAC members. A resolution addressing the <br />issue was adopted. <br /> <br />Master Planning issues were discussed and a resolution was approved <br />to reactivate the Comprehensive Planning Committee to investigate <br />issues related to Master Planning. <br /> <br />In appreciation for services to the Arkansas-White-Red Basins <br />Interagency Committee, resolutions were adopted for the following: <br />James R. Barnett, Oklahoma Water Resources Board; Joseph Harkins, and <br />Joel Wentz, Kansas Water Office; and Eugene Sullivan, U.S. Department <br />of Agriculture. <br /> <br />-5- <br />
