<br />CHAPTER V <br /> <br />WATER AND POWER REPORTS <br /> <br />Reports Required <br /> <br />At the culmination of the study, the Water and Power Resources Service <br />will prepare a feasibility report, and if it includes a recommendation for <br />action it will be accompanied by an environmental statement, environmental <br />assessment or a finding of no significant impact. These reports will be sup- <br />ported by appendices detailing results of the study in specific fields. The <br />contractor reports will be used in the preparation of the Water and Power <br />reports but will not be attached. <br /> <br />The reports and appendices will fully document the results of the study <br />and evaluate the candidate plans for salinity control in the area. They will <br />serve to assist the Secretary, the President, and Congress, as well as the <br />general public in making decisions as to What future action, if any, should be <br />taken. <br /> <br />The feasibility report will describe the area, its problems, and the <br />resources available to correct those problems and needs. If candidate plans <br />have been developed they will be presented in sufficient detail or evaluation, <br />including social, economic, and environmental analyses. Noncandidate plans <br />will also be presented but in lesser detail. <br /> <br />An environmental assessment will be prepared to evaluate the environ- <br />mental impacts that would result from the construction and operation of the <br />plans developed by the study. If, as expected in this case, the assessment <br />indicates that significant impacts would result, an environmental statement <br />will be prepared. <br /> <br />The feasibility report and environmental statement will be correlated to <br />avoid duplication and published together in a,single volume, hereafter <br />referred to as the reports. The appendices will be published in separate <br />volumes from the reports, but two or more may be combined where practical. <br /> <br />Responsibility for Report Preparation <br /> <br />The actual compiling and writing of the reports will be done by Water and <br />Power, and that agency will be fully responsible for their content, presenta- <br />tion, publication, and distribution. However, appropriate data developed by <br />the contractor, the planning team, other agencies, and the general public will <br />be used. Portions of drafts and appendices may be prepared by appropriate <br />subteams. <br /> <br />As noted in the following section, the planning team will be given the <br />opportunity to review the draft of the reports.
