<br />CHAPTER IV <br /> <br />DESIGNS AND ESTIMATES <br /> <br />Introduction <br /> <br />After completion of the Phase I plan formulation activities described in <br />the preceding chapter and, providing an acceptable planes) has been selected, <br />it will be necessary to collect design data and develop feasibility level <br />designs and cost estimates for such planes). It will also be necessary to <br />collect site specific environmental data for use in preparing the unit <br />environmental statement, if it is determined that one is necessary. These <br />activities are referred to as Phase II of the study. <br /> <br />Depending on the circumstances which develop during Phase I of the study, <br />Water and Power retains the option to discontinue the use of a professional <br />services contractor and do the work itself, to continue the study with the <br />same contractor who performed Phase I, or to select a different contractor <br />with whom a separate contract would be executed. <br /> <br />Role of Professional Services Contractor <br /> <br />If it is determined to employ a contractor for Phase II, he will be <br />responsible for collecting hydrologic, geologic, and engineering data for <br />designing the proposed unit features. He will also be responsible for col- <br />lecting the site specific environmental data. All data collection will be <br />performed according to Water and Power standards and requirements and will be <br />presented in reports as established at the time the contract is negotiated. <br />Prior to establishing the Phase II requirements, it will be determined if It <br />would be to the advantage of Water and Power for the contractor to prepare the <br />designs and estimates for some or all of the features. A draft plan of study <br />will be submitted by the Phase I contractor to Water and Power for approval <br />before the work commences. Reports, designs, and drawings will be submitted <br />as provided in the contract. <br /> <br />Role of the Planning Team <br /> <br />Under Phase II, the planning team will continue to serve in an advisory <br />capacity to Water and Power and the professional services contractor. The <br />team members would continue to provide liaison between those entities and the <br />general public. Appropriate subteams will assist in the collection of site <br />specific environmental data. The team or appropriate subteams will review <br />reports or other submittals from the contractor as determined by Water and <br />Power.
