CHAPTER IV

DESIGNS AND ESTIMATES

Introduction

After completion of the Phase I plan formulation activities described in
the preceding chapter and, providing an acceptable planes) has been selected,
it will be necessary to collect design data and develop feasibility level
designs and cost estimates for such planes). It will also be necessary to
collect site specific environmental data for use in preparing the unit
environmental statement, if it is determined that one is necessary. These
activities are referred to as Phase II of the study.

Depending on the circumstances which develop during Phase I of the study,
Water and Power retains the option to discontinue the use of a professional
services contractor and do the work itself, to continue the study with the
same contractor who performed Phase I, or to select a different contractor
with whom a separate contract would be executed.

Role of Professional Services Contractor

If it is determined to employ a contractor for Phase II, he will be
responsible for collecting hydrologic, geologic, and engineering data for
designing the proposed unit features. He will also be responsible for col-
lecting the site specific environmental data. All data collection will be
performed according to Water and Power standards and requirements and will be
presented in reports as established at the time the contract is negotiated.
Prior to establishing the Phase II requirements, it will be determined if It
would be to the advantage of Water and Power for the contractor to prepare the
designs and estimates for some or all of the features. A draft plan of study
will be submitted by the Phase I contractor to Water and Power for approval
before the work commences. Reports, designs, and drawings will be submitted
as provided in the contract.

Role of the Planning Team

Under Phase II, the planning team will continue to serve in an advisory
capacity to Water and Power and the professional services contractor. The
team members would continue to provide liaison between those entities and the
general public. Appropriate subteams will assist in the collection of site
specific environmental data. The team or appropriate subteams will review
reports or other submittals from the contractor as determined by Water and
Power. Reports or other submittals will also be reviewed by Water and Power
technical personnel.

23

U'J1Ls7
