<br />t~.!~ <br />\'&" <br /> <br />CHAPTER II <br /> <br />GENERAL APPROACH TO THE WORK <br /> <br />This chapter presents the general approach to the study. The leading <br />laws, regulations, and guidelines under which the study must be conducted and <br />which will restrict its extent are discussed. The organization that will con- <br />duct the study and the responsibilities of the various components involved are <br />introduced. <br /> <br />The study will be divided into two phases. Phase I will involve the <br />identification and quantification of the salinity problems in the unit area, <br />the identification of alternative solutions, and the selection of a most pre- <br />ferred planes). Phase II will collect feasibility design and environmental <br />data, develop feasibility level designs and estimates for the preferred <br />planes) selected under Phase I, and prepare reports on the study. The <br />specific conduct of the study phases is discussed in Chapters III and IV. <br /> <br />Legislation, Regulations and Guidelines <br /> <br />,{.;~:<;',: <br /> <br />The study will be conducted within the framework of applicable Federal <br />legislation and regulations as well as departmental and agency guidelines, <br />executive orders, and administrative policies, as they relate to water <br />resource planning and development. Copies of each are available for reference <br />at the Grand Junction Projects Office, 764 Horizon Drive, Grand Junction, <br />Colorado 81501, and in the Upper Colorado Regional Office, P.O. Box 1l568, <br />Salt Lake City, Utah 84147. <br /> <br />Principles and Standards <br /> <br />The Water Resources Council's Principles and Standards for Planning Water <br />and Related Land Resources (as revised September 29, 1980, and effective <br />October 29, 1980) were established pursuant to Section 103 of the Water <br />Resources Planning Act (Public Law 89-80). These Principles and Standards <br />provide the framework for planning of Federal and Federally assisted water and <br />related land resource programs and projects. The Council has also established <br />Procedures for Evaluation of National Economic Development (NED) Benefits and <br />Costs in Water Resource Planning (Level C) (18 CFR Part 713 effective <br />January 14, 1980). <br /> <br />Water and Power Instructions and Policies <br /> <br />,- <br />f." <br />, <br /> <br />Water and Power Instructions and Policies are specific instructions <br />approved by the Commissioner of Water and Power as standard operating proce- <br />dures covering aspects of activity within the Service.
