<br /> <br />C~ <br /> <br />32 aiternatives developed by Water and Power. No new concepts emerged from this <br /> <br />process. <br /> <br />Through the public involvement process, issues and concerns in the study <br /> <br />area which affected some of the assumptions and criteria used in the planning <br /> <br />process were also identified. Whenever these issues or concerns were <br /> <br />identified, action was taken to incorporate solutions into the alternatives, or <br /> <br />strategies were developed to lessen their impacts. <br /> <br />Attention was focused on the economic aspects of construction, repayment, <br /> <br />and operation and maintenance costs. This issue impacted all alternatives. <br /> <br />TIlese items were explained to the apparent satisfaction of the public in the <br /> <br />following manner: the repayment costs would be a matter for Congressional <br /> <br />authorization, and recommendations would be made during the plan formulation <br /> <br /> <br />process for dealing with it., The repayment formula used for the Grand Valley <br /> <br /> <br />Unit was recommended to be aiso used for this unit. The operation and <br /> <br /> <br />maintenance costs would be carried by the water users after project completion <br /> <br />just as they are currently responsible for those costs. <br />B. Consideration of Four Tests <br /> <br />The Principles and Standards for Water and Related Land Resources Planning <br /> <br />describe four tests to be considered for each alternative plan: completeness, <br /> <br />effectiveness, 'efficiency and acceptability. The plan formulation process was <br /> <br />pursued with these tests forming the cornerstone of the decision making <br /> <br />process. <br /> <br />Completeness is the extent to which a given alternative plan provides and <br /> <br />accounts for all necessary investments Or other actions to ensure the realiza- <br /> <br />tion of the planned effects. <br /> <br />. <br /> <br />c <br /> <br />, <br /> <br />-fr01663 <br />
