process.

Through the public involvement process, issues and concerns in the study

area which affected some of the assumptions and criteria used in the planning

process were also identified. Whenever these issues or concerns were

identified, action was taken to incorporate solutions into the alternatives, or

strategies were developed to lessen their impacts.

Attention was focused on the economic aspects of construction, repayment,

and operation and maintenance costs. This issue impacted all alternatives.

TIlese items were explained to the apparent satisfaction of the public in the

following manner: the repayment costs would be a matter for Congressional

authorization, and recommendations would be made during the plan formulation

process for dealing with it., The repayment formula used for the Grand Valley

Unit was recommended to be aiso used for this unit. The operation and

maintenance costs would be carried by the water users after project completion

just as they are currently responsible for those costs.
B. Consideration of Four Tests

The Principles and Standards for Water and Related Land Resources Planning

describe four tests to be considered for each alternative plan: completeness,

effectiveness, 'efficiency and acceptability. The plan formulation process was

pursued with these tests forming the cornerstone of the decision making

process.

Completeness is the extent to which a given alternative plan provides and

accounts for all necessary investments Or other actions to ensure the realiza-

tion of the planned effects.
