Title XVIII of the Grand Canyon Protection Act of 1992 (GCPA) provides <br />that the Colorado River Stdrage Project's Glen Canyon Unit (Glen Canyon) <br />sha 11 be operated ..... in such a manner as to protect. mi t i gate adverse <br />impacts to. and improve the values. for which Grand Canyon National Park <br />and Gl en Canyon Nat i ona 1 Recreat i on Area were estab 1 i shed. i nc 1 udi hg: but <br />not limited to natural and cultural resources...". <br /> <br />. The GCPA provides for the Secretary of the Interior (Secretary). in <br />consultation with the Secretary of Energy. to reallocate the costs of Glen <br />'Canyon Dam to.the purposes in the.CRSP Act of 1956. and.tho~e ofthe.GCPA <br />1egi'slation. which includes. but is not limited to. flood control. <br />irrigation. power. facilities for fish and wildlife. salinity control. and <br />municipal water supply. <br /> <br />. The reallocation of costs was instructed to be completed after the Record- <br />of-Decision (ROD) is issued for the Glen Canyon Dam Environmental Impact <br />Statement and an audit by the U.S. Camptroller General. presently <br />estimated to occur in FY 1995. <br /> <br />. Until the ROD is complete. the Secretary was instructed to continue to <br />operate Glen Canyon under his announced interim operation criteria and the <br />Interagency Agreement between Reclamation and Western executed on October <br />2. 1991. and ".. .exercise other authorities under existing law. <br />utilizing the best and most recent scientific data available...". <br /> <br />Sensitivities <br /> <br />. The outcome of the ROD and the rea llocat i on of costs is of intense <br />interest to all competing users of the resource. because costs allocated <br />to the new purposes in the GCPA will be nonreimbursable. <br /> <br />Conclusion: <br /> <br />. The proposed October 1994 SLCAlIP fi rm power rate adjustment wi 11 <br />incorporate existing CRSP cost allocations. The new allocations will be <br />placed in the SLCA/IP PRS when they become available. in FY 1995. at the <br />earliest. . <br /> <br />1 <br />
