Western has changed headings .on same columns. a.nd added some additional <br />columns to accommodate the application of credits to investment <br />obligations while still including the funding expenses in the rate-setting <br />mechanism of the PRS. <br /> <br />. Western will apply these credits to deficits as well as the investment. <br />The deficits were created when unbudgeted O&M expenses. consisting largely <br />of environmentally-related expenses, were paid. and remaining annual <br />receipts were insufficient to cover all of the interest due on the <br />investment each Year. <br /> <br />.
