R. 6242 were introduced. The River District recommends <br /> <br />that the Meadows area be included within the wilderness boundaries of the <br /> <br />S. 702 map. The area we request be left out of the S. 702 boundary pending <br /> <br />the required study is in the lower South Fork area and includes 195 acres of <br /> <br />patented land. The project now under study could supply 13,500 kilowatts of <br /> <br />base load, clean hydroelectric power and ultimately 525,000 kilowatts of pumped <br /> <br />storage peaking power. Approximately 85,000 acre feet of water per year would <br /> <br />be available to a shale oil industry and the associated people with delivery by <br /> <br />gravity through a pipeline. Electrical power and liqUid fuels are currently in <br /> <br />very short supply. <br />The River District cannot disturb the area iri any way in the process of <br /> <br />the studies. No roads can be built and no machinery can be used. The study <br /> <br />permit is very specific in this regard: "Permittee... shall conduct its project <br /> <br />investigations in a manner which preserves the environmental integrity of the <br /> <br />area, and shall fully explore all feasible alternatives of project design which <br /> <br />would avoid damage or destruction of natural resources and other environmental <br /> <br />values." The studies may very well show that the area should be included in <br /> <br />the Flattops Wilderness, but the River District should not be limited at this <br /> <br />point in making an objective scientific analysis under the Federal Power Com- <br /> <br />mission preliminary permit. <br /> <br />-7- <br />
