If maintenance by machinery is not permitted, the <br /> <br />probability is that there will be dangerous wash outs. <br /> <br />The third item in the River District's motion speaks to the lower South <br /> <br />Fork of the White River and requests that in any event the Federal Power <br /> <br />Commis sion retain jurisdiction for ,the issuance of a hydroelectric license. <br /> <br />We request, with the exception of the Meadows area mentioned above, that <br /> <br />a relatively small part of the lands now included within the proposed S. 702 <br /> <br />boundary be left outside the wilderness boundary in the Subcommittee's final <br /> <br />report so the River District's compliance with the Federal Power Commission <br /> <br />requirement for objective study will not be partially clouded by any subsequent <br /> <br />legislation. In the event. that the River Dist rict does not apply for a license <br /> <br />or the Federal Power Commission does not issue a license, these lands could <br /> <br />be readily included. The area we urge the Subcommittee to leave out at this <br /> <br />time is downstream from the point where Patterson Creek is tributary to the <br />f~~ <br />South Fork. The wilderness boundary would then include ~ Creek, cross <br /> <br />the South Fork, proceed up a topographic nose and proceed westerly along the <br /> <br />ridge on the north side of the South Fork to join the S. 702 boundary near the <br /> <br />South Fork Campground. To our knowledge the latest official and definitive <br /> <br />document on the proposed Flattops Wilderness is the August 13, 1971 final <br /> <br />environmental impact statement by the Forest Service on its proposal. The <br /> <br />above suggested boundary adds approximately 4,500 acres; 2,000 acres in <br /> <br />the Meadows area and 2,500 acres in the lower South Fork. Our large scale <br /> <br />-6- <br />
