A license will be issued for the proposed project only <br /> <br />if in the judgment of the Conunission said project will be bes~ adapted <br /> <br /> <br />to a comprehensive plan for the improvement and utilization of the site <br /> <br />for purposes of navigation, of water-power development, and for other <br />beneficial public uses, including ,recreational purposes. In reaching <br /> <br />a decision thereon, the Conunission will consider, among other things: <br /> <br />, , <br />A. Whether the maps, plans, and specifications are <br />, <br /> <br />suchl <br /> <br />(1) That full, practicable utiUza- <br /> <br />tion wj,ll be made of the water, storage <br /> <br />'- <br /> <br />possibilities, and the head at the site <br />to be developed; <br /> <br />(2) That the structures will be aafe <br /> <br />, <br />and in accordance with good engineering <br />practice; and <br /> <br />(3) That aU unnecessary energy <br /> <br />loasesJ whether in hydrauli'c works or in <br /> <br />mechanical or electrical equipment, will <br /> <br />be avoided. <br /> <br />B. Whether in r'elation to existing or probable future <br />projects upon the same or adjacent atreama, the fullest prac- <br />ticable utilization of the water, storage possibilities, and <br />head available will be made possible. <br />
