Fischer, Secretary-Engineer of the District and <br /> <br />Kenneth Balcomb, General Counsel for the District, to appear at this hearing, <br /> <br />present this statement and testify, concerning S. 702 relating to the proposed <br /> <br />Flattops Wilderness Area. First, we want to express the appreciation of the <br /> <br />Board and Staff to the Subcommittee and especially to Senators Haskell and <br /> <br />Dominick for the opportunity to submit this statement and present associated <br /> <br />oral testimony. <br /> <br />The Colorado River Water Conservation District (often called the River <br /> <br />District) is a quasi-municipal corporation of the State of Colorado, established <br /> <br />by the Colorado General Assembly in 1937 (CRS 1963, Chapter 150, Article 7), <br /> <br />and is governed by a board of 15 directors who are appointed by the Boards of <br /> <br />County Commissioners of the 12 counties and parts of 3 counties included within <br />
