Dust and noise would be controlled per specifications. <br />Irrigation deliveries would not be interrupted. <br /> <br />Other local effects involve loss of use of fee land, disturbance <br />and temporary loss of use in the construction ROW, and loss of the <br />unauthorized use of the existing U.S. landS/ROW. <br /> <br />The additional fee land to be acquired under Alternatives Ml and M3 <br />would be purchased from landowners, and existing uses and <br />associated local revenues would be lost permanently. with Modified <br />Alternative Ml, the loss would include 0.4 to 0.6 acres of orchards <br />and 6.5 to 10.9 acres of other agricultural land in Reach lB. <br />Permanent loss of orchards and vineyards would be avoided with <br />implementation of Alternative M4 or C2 in Reach lA. Agricultural <br />losses would be affected in Reach 2 to a much lesser extent than in <br />Reach 1 since lands above Reach 2 are not irrigated. As indicated <br />previously, standard appraisal procedures would be used to <br />compensate landowners with cash payments for lands acquired for <br />both temporary and permanent purposes. Since the value of lands <br />would be paid to the landowners, net economic effects to individual <br />landowners would be minimized. Table 2 and the section on land use <br />in this EA describes total acreages affected under different <br />alternatives by land use. <br /> <br />Landowners would be compensated financially for the temporary use <br />of the ROW, including damages. As shown in Table 3, temporary loss <br />of land for Modified Alternatives Ml in Reach lA ranges from 12 to <br />12.7 acres, and in Reach lB ranges from 24.4 to 58.9 acres. These <br />temporary losses increase up to a maximum of 22.9 acres for Reach <br />lA and 79.4 acres for Reach lB with Alternative M4. This includes <br />a total loss of between 9.0 and 9.2 acres of orchards and vineyards <br />where a long reestablishment period would occur before production <br />resumed. Because these losses would be temporary and would be <br />compensated for they should not be significant in the long-term; <br />however, it is recognized that they would cause disruption of an <br />individuals' farming operations. Contract specifications would <br />provide measures to stockpile and replace topsoil, restore slopes, <br />provide proper drainage, and reseed appropriate areas per <br />landowners' needs. <br /> <br />While the existing U.S. fee land is theoretically not available for <br />use for private landowners, unauthorized use does occur and has <br />become standard procedure for some. Unauthorized uses include <br />making tractor turn-arounds, in some cases for actual growing of <br />crops or orchards, and in other cases for sheds or other <br />improvements. Note that while most private bridges and use of the <br />O&M road for access to adjacent property are not currently <br />authorized, they would be authorized as discussed in the section on <br />"Associated Actions" for the alternatives. <br /> <br />33 <br />
