The 2002 AOP was signed by Secretary Norton on January 14, <br />2002, The recommended Secretarial determinations remained unchanged, and include: I) storage, <br />equalization, and the avoidance of spills will control annual releases from Glen Canyon Dam; 2) in <br />accordance with the Interim Surplus Guidelines, the full domestic surplus criterion will govern the <br />operation of Lake Mead; 3) any Lower Division state may be allowed to utilize water apportioned to, but <br />not used by, another Lower Division state; and 4) Mexico will be allowed to schedule the delivery of 1,5 <br />maf of water during calendar year 2002, <br /> <br />Lower Colorado River Accounting System <br /> <br />Included in the Board folder is a copy of Reclamation's letter dated October 30, 2001, transmitting <br />a report entitled Lower Colorado River Accounting System (LCRAS), Demonstration of Technology, 2000_ <br />This report documents the application of LCRAS for calendar year 2000 and the changes made to the <br />LCRAS method since a similar report for calendar year 1999 was issued, This report includes a <br />comparison of the consumptive use values produced by LCRAS with the consumptive use values reported <br />in Reclamation's U,S_ Supreme Court Decree Accounting Report. Similar LCRAS reports for calendar <br />years 1995, 1996, 1997, 1998 and 1999 have been published by Reclamation.
