<br />0:> <br /> <br />~~\~ <br />""'~ <br />CJ'.) <br />N <br /> <br />Estimated cost of capital expenditures for the Recovery Program is $5 million. <br />This estimate will be refined, and may be increased or decreased, depending on <br />the success of various recovery activities in the San Juan Basin. It is <br />anticipated that these federal funds will be appropriated from the Land and <br />Water Conservation Fund, or other existing Federal funding mechanisms. These <br />appropriations will require recommendation of the Department of the Interior <br />and Congressional authorizations and appropriations. All parties to the <br />Program agree to support efforts to provide capital funding for the San Juan <br />Basin Recovery Program as needs are identified by the Oversight Committee. <br /> <br />5.5 ADMINISTRATION OF RECOVERY FUNDS <br /> <br />All funds will be used in accordance with the priorities established in the <br />Recovery Program under an annual workplan prepared by the Program Coordinator, <br />in consultation with other parties, and approved by the Oversight Committee. <br />The Oversight Committee will recommend priorities and oversee spending and <br />allocation of all program funds. Annual funding will be available from each <br />of the designated annual funding sources (Table 5-2) at the beginning of each <br />federal fiscal year (October I), unless otherwise agreed to. An annual <br />accounting will be provided to the Oversight Committee at the beginning of <br />each fiscal year. identifying funds to be earmarked by each funding source for <br />program activities for the upcoming year. When appropriated, capital funds <br />will be disbursed at the direction of the Service. acting on the <br />recommendations of the Oversight Committee. <br /> <br />Annual funds will be administered directly by the agencies (Federal. State, <br />etc) responsible for the funds, according to their individual administrative <br />regulations and procedures. The Program Coordinator will be responsible for <br />maintaining records showing distribution and expenditures of all annual and <br />capital funds expended under the workplan by each funding source. An <br />accounting of funds expended during the preceding year will be provided at the <br />end of each fiscal year. <br /> <br />46 <br />
