<br />G0220S <br /> <br />. <br /> <br />. <br /> <br />Finally, in the Board folder is a copy of a News Release by Reclamation discussing its <br />revised forecast for runoff in the Basin. Since March, Reclamation has been revising its forecast of <br />runoff nearly every two-three weeks. Reclamation is now forecasting a 12 maf runoff during the <br />April through July time period, with a corresponding rise in Lake Mead's surface elevation to 1214 <br />feet by January 1998, then receding to elevation 1204 by June 1998. <br /> <br />Five-Year Review of Coordinated Lon2-Ran2e Operating Criteria <br />for Colorado River Reservoirs <br /> <br />Reclamation is continuing to receive comments on the desirability to modify the Long-Range <br />Operating Criteria for the Colorado River Reservoirs. Included in the Board folder are copies of the <br />Irrigation & Electrical Districts Association of Arizona and the Colorado River Commission of <br />Nevada's comments concerning the need to modify the Long-Range Operating Criteria. The thrust <br />of these comments were essentially, .....maintain the status quo..." and ..... changes... are not <br />warranted during this review." <br /> <br />Basin Statesffribes Discussion <br /> <br />The Colorado River Board Agency Managers are continuing to meet to develop <br />recommendations associated with California's Plan to demonstrate how it intends to be able to live <br />within its 4.4 mafbasic apportionment, when required to do so. Since the May Board meeting, the <br />Agency Managers along with Mr. David Kennedy and myself have met four times at different <br />locations. As a result of those meeting the Agency Managers have developed a draft "Conceptual <br />Water Budget for California's 4.4 Plan," which is included in the Board folder. Also, the Agency <br />Managers are developing "Key Elements" to be included in a Memorandum of Understanding to be <br />considered by the Board and proposed for signature by the agencies represented on the Board. The <br />Agency Managers have scheduled at least two additional meetings prior to our July Board meeting. <br />The objective is to have California's Plan prepared by rnid-summer. <br /> <br />Related to the on-going issues in developing a California Plan, included in the Board folder <br />are copies of three separate pieces of correspondence that has been recently received: I) SB 1082, <br />which is authored by state Senator Kelley; 2) a letter from Mr. Clyde Romney reiterating the <br />importance of including the San Luis Rey Settlement in the California Plan; and 3) a letter by Mr. <br />Tom Graff to U.S. Senator Diane Feinstein, concerning the Environmental Defense Fund's views <br />related to MWD's wheeling policies. <br /> <br />Colorado River Endangered Fish Species <br /> <br />The lawsuit filed by the Southwest Center for Biological Diversity was heard by the U. S, <br />District Court for Arizona on May 15, 1997. Arguments for dismissal were presented by the seven <br />Basin states at the hearing.
