OfUce of Health Protection, <br /> <br />The environmental health programs administered by the Colorado Department <br />of Health are organized under the Office of HealthProtection.- This <br />office is under the direction of an Assistant Director of. ,the Department <br />of Health, who reports to the Department's Executive Director. Within the <br />Office of Health Protection (OHP) are six operating divisions; these are: <br /> <br />...... <br />-..I <br />~.J <br />W <br /> <br />Air Pollution Control Division; <br />Consumer Protection Division; <br />Disease Control and Epidemiology Division; <br />Radiation Control Division; <br />Waste Management Division; and <br />Water Quality Control Divison. <br /> <br />The Colorado Water Quality Control Commission and the Colorado Air Quality <br />Control Commission are also administratively assigned to the Office of <br />Health Protection, although both function as independent policy-making <br />bodies. <br /> <br />The Office of Health Protection also includes a ,small central <br />adminis,trative ,and planning staff . The OHP staff is under the direction <br />of the Assistant Director. The Office staff is responsible for <br />coordination development of the annual workplan for the six divisions, <br />policy development and guidance, project management, fiscal and budget <br />management, development of positions on various environmental issues, <br />project reviews, energy and mineral activities, 'local government and <br />public relations, staff training and legislative initiatives. <br /> <br />b. Water Quality Control Commission and Division <br /> <br />The Water Quality Control Division enforces the Stat,e water quality <br />control statutes and regulations of both the Water Quality Control <br />Commission and the Colorado Board of Health. The Water Quality Control <br />Commission is responsible for the development of a regulatory program to <br />assure the prevention, control and abatement of water pollution and water <br />quality protection throughout the State. The Division assists the <br />Commission in developing stream classification standards, regulates <br />discharges to c~mply with those standards by issuing discharge permits, <br />performs site application and plan specification reviews, and performs <br />monitoring and enforcement activities. The Division oversees water <br />quality management planning, manages Federal and State construction grant <br />assistance programs, and provides technical assistance to local <br />governments. <br /> <br />The Division serves in a staff capacity to' the Water Quality Control <br />Commission, which is a nine-member policy and regulatory body, appointed <br />by the Governor and confirmed by the Colorado Senate. The Division <br />implements a regulatory drinking water program under the jurisdiction of <br />the Board of Health, including drinking water regulations, plans and <br />specification reviews of public, water treatment facilities and State <br />minimum requirements for individual treatment systems. Water and <br />wastewater treatment plant operators in the State are certified through <br />the Plant Operators Certification ~oard. <br /> <br />-16- <br />
