The basic statistical material, which was ccllected <br />from normal sources, is accurately reported. It appears <br />that, in a !ewinstances, information collected from <br />independent sources was incomplete or incorrectly interpreted. <br />(The correct information is included elsewhere in this report.) <br />The influence of this incorrect information on the conclu- <br />sions arrived at in the report is unknown. The information <br />is significant when a more speoific analysis is made. <br /> <br />Although some of the assumptions which were made in <br />preparing the Ohapter on Water Supply are subject to question. <br />It is sufficient to state that because of the complications <br />which developed in the negotiations with the Bureau of <br />Reclamation for by-pass of water, the present plan is con- <br />sidered better, although requiring a larger capital invest- <br />ment, than the plan approved by the Housing and Home Finance <br />Agency in 1960. <br /> <br />The Engineering Report as submitted by O. H. Hoper and <br />Associates is extremely well arranged and well written. The <br />development of financial and repayment information is clear <br />and logical. A similar development, based on specific basic <br />information particularly adapted to the ute District, will <br />show a realistic financial picture and provide for the con- <br />struction of a more adequate system. <br /> <br />This supplemental report is not prepared as a replace- <br />ment for the Engineering Report as submitted. Every effort <br />has been made to add to the value of the report by pointing <br />out significant information which requires further analysis, <br />study, and adjustment before being specifically applied to <br />the Ute District. <br /> <br />Pertinent information which has been collected, studied, <br />and analyzed in this report includes the following: <br /> <br />A - Population trends within the district and how they <br />differ from those reported for the Oounty or Grand <br />Junction. <br /> <br />B - Assessed valuation trends wi thin the district as <br />compared with the County and Grand Junction. <br /> <br />C - The location of active suburban residential, <br />commercial and business areas and the probabilities <br />of annexation to Grand Junction. <br /> <br />- 2 - <br /> <br />....J..... <br /> <br />a.v -. ~.~, ~ <br /> <br />~"1 <br />
