Methods, results and con~ <br />elusions reported herein, were approved by the Review <br />Oommittee. <br /> <br />The primary purpose of this report is to reduce the <br />scope of the report prepared by C. H. Hoper and Associates <br />to apply to the Ute District and to present pertinent infor~ <br />mati on relative to the district itself, by drawing on looal <br />data and knowledge not readily available in the form of <br />statistical summaries in Year Books, Oensus Reports, overall <br />data from pUblic utilities and other reports showing general <br />Oounty-wide, Oity-wide, or State-wide information. On page <br />11-9 of the Hoper Report, the following statement is made: <br />Quote - "It would indeed be difficult to attempt to project <br />population growth cf the Ute District independently as many <br />faotors would come into play, one of which would be possible <br />extension of existing competing water systems. The grcwth <br />in customers and water sales in the ute District is estimated <br />to approximately parallel the future population projection as <br />shown on Plate II-I." <br /> <br />Adherence to the above belief can result only in <br />unrealistic predictions and projections which ignore extremely <br />pertinent local developments and trends. In this report, it <br />will be shown that the Ute District must be given not only <br />independent attention, but various areas within the District <br />should be analyzed to gauge their effect on costs, water <br />requirement and repayment.
