The Ute <br />District has been advised that Clifton expects to require <br />supplemental water in the future. Already, peak demands have <br />exceeded 50% of the contract limit with 66% of the potential <br />users taking water. <br /> <br />The Clifton District has distinguishing characteristics <br />typical only to itself. It is not a residential community. <br />Neither is it primarily farming and ranching. Commercial and <br />business development is relatively slow. <br /> <br />The average assessed valuation is the lowest of any <br />similar district or area on which records are available. The <br />rate of residential construction is much lower than any of <br />the residential areas, and commercial and business development <br />will continue to be slow for some time although the planned <br />construction of a major access road onto Interstate Highway 70 <br />at Olifton should cause some increased activity. <br /> <br />The Clifton District experienced some difficulties during <br />construction and after the system went into operation. However, <br />the system is now operating satisfactorily, potential users <br />are being connected at a steady rate and reductions in tax <br />levies are being made each year. <br /> <br />This area is independent of other areas and of Grand <br />Junction. A sanitation district, which is located within the <br />water district, can be expanded to take care of the sanitation <br />needs of the area. Ultimately, this area will be a user of <br />Ute water. <br /> <br />.' <br /> <br />Area No. VIII: <br /> <br />Area No. VIII includes areas recently annexed to the City. <br />It actually includes two areas located immediately east and <br />west of Grand Junction. These areas are inCluded because <br />County records, which were used in the detailed studies, include <br />these areas. <br /> <br />Expansion has been relatively slow in Area VIII. This <br />statement applies particularly to residential activity although <br />commercial and business expansion is also relatively slow <br />considering its proximity to Grand Junction. <br /> <br />The non-farm rural areas, as described above, are generally <br />neither eligible nor economically feasible for annexation to <br /> <br />- 11 - <br /> <br />. . <br /> <br />~ <br /> <br />.~:~ <br />
