2 Interior and the Environmental Protection Agency to develop a salinity

3 control plan for the Grand Valley Unit. Title I I, Section 202(2) of

4 the Act specifically directs; (al the Secretary of tne Interior to

5 "... enter into agreements wi th the Secretary of Agricul ture to

6 develop a unified control plan for the Grand Valley Unit," and

7 (b) the Secretary of Agriculture ". . . to cooperate in the planning

8 and construction of on-farm system measures under programs available

9 to that department. II Section 203 (b) (1) di rects the Secretary of

10 Interior ". . . in the investigation, planning, construction, and

11 implementation of any salinity control unit involving control of

12 salinity from irrigation sources. to cooperate with the Secretary of

13 Agriculture in carrying out research and demonstration projects and

14 in implementing on-the-farm improvements and farm management practices

15

and programs which will further the objective of this title;

16 To establ ish a cooperative program for effective execution of the

17 sal inity control measures called for in the act, a Memorandum of

18 Understanding effective November 27, 1974, was entered into by the

19 Department of the Interior and the Department of Agriculture. A

20 Memorandum of Agreement. effective March 27, 1975. was entered into

21 between the Bureau of Reclamation and the Soil Conservation Service

22 to implement the specific cooperative activities called for under

23 Title I I of the Colorado River Basin Salinity Control Act.
