<br />1430 <br />Permitting and Regulatory Issues <br /> <br />The purpose of this report is to compile a description of Permitting and Regulatory issues that <br />will be encountered in the development of the storage alternatives that are under <br />consideration. Permits will be required from Federal, State, and Local Agencies. An initial <br />compilation of potential permitting requirements was compiled through the use of the <br />Colorado Permit Directory as modified in the "Water Resources Plan Alternative Assessment <br />Study completed for Colorado Springs Utilities by Gronning Engineering Company dated <br />June 1995. An initial list of these project permits is given in Table 1. <br /> <br />Meetings have been held with eight federal and state agencies that have pennitting or <br />operational responsibilities that will have significant input to the permitting of the storage <br />alternatives. These eight agencies are as follow: <br /> <br />. U.S. Bureau of Reclamation (USSR) <br />. U.S. Army Corps of Engineers (Corps) <br />. U.S. Fish and Wildlife Service (USFWS) <br />. U.S. Environmental Protection Agency (EPA) <br />. U.S. Forest Service (USFS) <br />. U.S. Bureau of Land Management (BLM) <br />. Colorado Division of Parks (CDOP) <br />. Colorado Division of Wildlife (CDOW) <br /> <br />A copy of the typical meeting agenda and copies of the meeting minutes are included in <br />Appendix A. The results of this preliminary pennit scoping and the agency meetings are <br />summarized below. <br /> <br />Federal Permitting Agencies <br /> <br />The primary permitting requirements for water projects are those administered under the <br />general requirements of the National Environmental Policy Act (NEP A). Under NEP A, either <br />an Environmental Impact Statement (EIS) or and Environmental Assessment (EA) of the <br />impacts of the proposed permitting activities is required (Department of Defense, 33 CFR <br />parts 230 and 325, 1988). Environmental Impacts are normally required for: <br /> <br />. <br /> <br />feasibility reports for authorization and constrUction of major projects, <br />changes which substantially increase the size of or add additional <br />purposes to projects, and <br />proposed major changes in the operation and/or maintenance of <br />completed projects. <br /> <br />. <br /> <br />. <br /> <br />($ <br /> <br />Pennitling and Regulatory Issues <br /> <br />..,'. -.". .....-~' _. <br />
