Van Truan said that the Pueblo office reports to the Albuquerque office and Andrew <br />Rosenau. <br />2. The USACOE recommended that we discuss: T &E Issues with the USFWS and Lee Carlson, <br />including the potential Least Tern and the Piping Plover habitat at Lake Meredith; Preble's <br />mouse issues with Pete Plage of the USFWS; Cultural Issues first with the State Historical <br />Office with Karen Hardy Hunt and Jim Green and then with the US Advisory Council on <br />Historic Preservation; water quality issues using the state water quality and antidegredation <br />review materials; and Sarah Fowler for the Region 8 404 review by USEPA. <br />3. As a National Goal all noncontroversial projects are to be permitted by the USACOE in less <br />than 120 days. <br />4. The USACOE is willing to attend the Storage Study committee meetings that are held in <br />Pueblo. <br />5. The USACOE concurs with the USBR that the USBR should probably be the lead federal <br />permitting agency. <br />6. A discussion of each of the storage alternatives was then held: <br />. Reoperation- USACOE thought that this would be the least controversial to permit. If it <br />involved several projects they would like to look at them individually. Exchanges or <br />trades are not jurisdictional and do not need a permit. If there were flood plain <br />modifications Don Soards, Head of Emergency Management in Albuquerque would <br />review. <br />. Lake Meredilh Enlargement- The feedlot to the north affects the water quality of Lake <br />Meredith. Wetlands affected will need to be reformed and recreated on an acre per acre <br />basis. If a rniligation plan were developed, the review is usually fasler; nesting islands <br />for the Least Tern or Piping Plover are recommended at Meredith or off site at Lake <br />Henry.
