<br />L <br /> <br />, ( {~. <br /> <br />NORFOLK UN I T* <br /> <br />. <br /> <br />The potential Norfolk Unit is located in Madison, Stanton, Cumlng and Dodge Counties. <br />The Elkhorn Val ley Water Resources Association and the Lower Elkhorn Watershed Planning Board <br />have shown their interest in this multi-purpose development. The U. S. Bureau of Reclamation <br />is planning this project. <br /> <br />Current Status <br /> <br />A reconnaissance report has been prepared on this unit but before further steps can be <br />taken toward construction, local interest must be evident, and Congress must authorize a <br />feaslbl Ilty study and appropriate funds for further study. <br /> <br />Description of Project Area <br /> <br />The Norfolk Unit area is made up of valley bottom land, val ley terraces and uplands. <br />The upland areas are generally sloping and dissected by smal I drains. The soi I is primari Iy <br />si Ity loess. Poor drainage conditions exist in parts of the val ley lands. However, these <br />lands are not proposed for project irrigation. <br />Rainfal I averages 28 inches, with approximately 21 inches fal I lng during the months of <br />Apri I through September. <br />The economy of this area is basically agricultural. Most business stems from the pro- <br />cessing and marketing of farm products. <br /> <br />Extent of Project Investiqations <br /> <br />The potential for the development of irrigation in the area was studied by the Bureau of <br />Reclamation during the late 1940's and early 1950's. The drought of the 1950's adversely <br />affected the local economy of this area and stimulated local interest in the initiation of a <br />reconnaissance investigation by the Bureau of Reclamation. <br /> <br />Plan Features <br /> <br />Major features of the Norfolk Unit would be the Monterey Dam and Reservoir and the \1arner- <br />vi I Ie Diversion Works. Monterey Dam would be located on Pebble Creek. a tributary of the <br />E I khorn River, approx imate Iy seven mil es southwes t of I,'lest Po i nt in Cum i ng County. <br />A 3500 c.f.s. uncontrolled morning-glory type spillway would be located on the <br />right side of the dam embankment. The river outlet works, located near the center of the <br />dam embankment. would have a discharge capacity of 900 c.f.s. <br />A 400 c.f.s. canal outlet works located near the right end of the dam embankment would <br />serve 25,000 acres of upland between Pebble and f~aple Creeks by gravity. <br />The Warnervi I Ie Diversion Dam. located on the Elkhorn River approximately four mi les <br />southeast of Norfolk, would consist primari Iy of an uncontrol led overflow spi I Iway and two <br />canal headworks. <br />A 500 c.f.s. headworks and sluiceway adjacent to the right end of the spi Ilway would <br />divert river flows to the Monterey Feeder Cana I to both de I j ver water to the ~I~onterey Reservo i r <br />and serve 2900 acres wi th i rr i gat i on water enroute. A 90 c. f .s. headworks and s! u i ce~lay <br />adjacent to the I eft end of the sp i II way wou I d d; vert river f rows to the Norfo I k Cana I, to <br />serve about 5100 acres of land on the north side of the river. <br />The project lands receiving irrigation service would be located from Norfolk to Wisner <br />and in upland areas between Pebble and Maple Creek. <br /> <br />Prolect Benefits <br /> <br />Direct benefits are derived for this project from irrigation, recreation. fish and wi Idl ife <br />and flood control. The recreation, fjsh and wi ldl ife features of this project wi I j provide <br />924,000 recreation days and 43.700 fisherman days annually. The flood control benefits would <br />be incidental to the operation of the reservoir and would reduce annual damages on Pebble Creek <br />about 30 percent. <br /> <br />. <br /> <br />* <br /> <br />llLower Basin.
