<br />0332~~ <br /> <br />Commission to: <br /> <br />" <br /> <br />(a) Advise, consult, contract, financially assist, or otherwise <br />cooperate with any and all . . . agencies; <br /> <br />.' <br /> <br />(b) Employ any other agency or instrumentality of any of <br />the signatory parties or of any political subdivision <br />thereof, in the design, construction, operation and <br />maintenance of structures, and the installation and <br />management of river control systems, or for any other <br />purpose; <br /> <br />(c) Develop and adopt plans and specifications for <br />particular water resources projects and facilities which <br />so far as consistent with the comprehensive plan <br />incorporate any separate plans of other public and <br />private organizations operating in the basin, and permit <br />the decentralized administration thereof; and <br /> <br />(d) Qualify as a sponsoring agency under any federal <br />legislation theretofore or hereafter enacted to provide <br />financial or other assistance for the planning, <br />conservation, utilization, development, management or <br />control of water resources. (Article 3, Section 3.9) <br /> <br />The Susquehanna River Basin Compact of 1970 contains nearly identical language <br /> <br />specifying the coordination duties of its Commission, and the Potomac River <br /> <br />Basin Compact of 1940, as amended in 1970, directs the Interstate Commission <br /> <br />on the Potomac River to establish ". . . liaison with other public and non-public <br /> <br />agencies in planning and project development," and to develop a "review and <br /> <br />comment" process on the water-related programs of those agencies. <br /> <br />C. Special Studies - "Special studies" are defined here as studies of a single <br /> <br />wa ter-related issue in a river basin or portion of a river basin, or comprehensive <br /> <br />. <br /> <br />studies of an area smaller than an entire river basin (as opposed to a <br /> <br />comprehensive study or plan for all water-related issues in an entire river <br /> <br />basin). Special studies may include studies of wa ter quali ty, flood con trol, <br /> <br />navigation, water-based recreation, hydroelectric generation potential or other <br /> <br />-33- <br />
