(Article <br />III, Section 3.6) <br /> <br />Interstate river basin entities typically perform their information function <br /> <br />by collecting and disseminating information on public and private water <br /> <br />management activities; water-related legislation, rule-making and case law; <br /> <br />water resource data, research and study findings, etc. Educational activities <br /> <br />usually involve conferences, symposiums or seminars on water-related topics; <br /> <br />publication of scholarly articles and reports; maintenance of libraries with basin- <br /> <br />related publications; and so forth. In many interstate organizations it is <br /> <br />difficult to tell where the information function ends and the education function <br /> <br />begins. However, the theory behind each of these activities seems identical - <br /> <br />that more knowledgeable citizens and public officials will make better decisions <br /> <br />regarding basin water management. <br /> <br />B. Coordination - Most interstate river basin organizations list "coordination" <br /> <br />as one of their objectives. However, the methods by which they attempt to <br /> <br />achieve coordination vary greatly, usually in relationship to their legal authority. <br /> <br />In the less formal river basin organizations, and in some of the more formal as <br /> <br /> <br />well, coordination of member activities is attempted largely through information <br /> <br /> <br />exchange. Beyond that, no attempt is usually made to resolve differences or <br /> <br />conflicts between member activities. <br /> <br />Some river basin organizations have more structured approaches to <br /> <br />coordination activities. For example, the Delaware River Basin Commission's <br /> <br />coordination role is specified in its founding compact. It directs the <br /> <br />-32- <br />
