The alternative contains <br />the recommendations of the biology team and includes the <br />development of a Memorandum of Undusranding (MOCI) <br />between the appropriate parties to protect San Juan River flows <br />for the endangered fish and agr-ee to participation in a S4n Juan <br />Basin Recovery 1mplementatiQn Program. <br /> <br />March 21, 1991: Service issues revised draft Biolo~aL OpiniQn for the Project; <br />jeopardy with a reasonable and prudent alternative. <br /> <br />July-October 1991: Negotiations regarding the MOU continue including the <br />development of a supplemental agreement which provides <br />prote~rion of flows until the MOU is signed by all parties. <br /> <br />2 <br />
