It appears that either or both
of the diversions and storage projects in the CRWCD Diversion and
Storage Project, along with the Rangely Project, would most likely
be developed as alternate points of diversion and storage for the
Flat Tops Project rights.

The Yellow Jacket Project, as originally proposed and decreed
would be developed to supply water primarily for municipal and in-
dustrial uses and for the irrigation of lands in the vicinity of
Meeker. It is considered a feasible project, but continues to be
involved in environmental controversies. Therefore, it is diffi-
cult to predict when and in what configuration that project will
be authorized. It appears that the Yellow Jacket Project might
eventually be constructed more nearly along the concepts of the
Multiple Purpose Objective (MOP) Compromise Alternative, perhaps
by the year 2020 (12).

The projects in the Yampa River drainage basin may eventually
be constructed, although there is considerable environmental op-
position to them. The water impounded could be used for irrigation,
municipal, and industrial uses near Rangely. The expense of pur-
chase and transport of the water 35 or more miles to the Rangely
area would be excessive.

To summarize the alternative projects listed here, all pro-
jects in the Piceance Creek basin are proposed to develop and supply
water to the oil shale industry, will have little return flow to the
White River basin system, and might not have water available for
other uses. Those outside the Piceance Creek basin, including the

V II I-6

;j ,

<-.

>I "..- _i~i.~t
