Pro-
tection of the public will be of paramount importance and will be
accomplished in strict compliance with Governmental regulations.
Proper barricades, signs, lights, flagmen, etc. will be utilized
as necessary.

The contractor and owner will work closely with the CDOW to
insure that as many animals as possible that are displaced by the
project will be relocated to nearby similar ecosystems. Most of
the animals will move out when the construction activity begins.
Scheduling of various phases of construction will consider breeding
and spawning periods. If any Colorado squawfish are involved, ad-
vice of the CDOW and United States Fish and Wildlife Service will
be requested on methods of mitigating any adverse impacts the pro-
ject may have on them.

The project will mitigate downstream floods, caused by ice
jams, by heavy thunderstorm runoff, and/or by snowmelt. The project
will cleanse, remove, and purify water in the White River downstream
from the dam by causing much of the sediment to settle in the reser-
voir.

In order to accommodate people who will be fishing, boating,
and camping, a 20 unit (more or less) campground will be constructed
in a location approved by the BLM. Other amenities may also be
added, such as boat ramps, hiking trails around the reservoir,
beaches, picnic areas, and parking areas. It is possible that the
recreation facilities will be operated by the BLM or the State.
Visitor use will be restricted to designated roadways, trails, camp-
grounds, picnic areas, and other designated areas. Off-trail use

IV-2
