THE ENVIRONMENTAL IMPACT OF THE PROPOSED ACTION <br /> <br />Impacts to the environment will accrue with the change in use <br />of the area from agricultural and vacant land to that of a dam and <br />reservoir. Acquisition, construction, and operational use impacts <br />will be discussed in this section. <br /> <br />A. Acquisition Impacts <br /> <br />The private property owners at the site of the reservoir have <br />been paying ad valorem taxes annually based on agricultural use <br />of the lands. Ad valorem tax rates for agricultural lands are <br />among the lowest in the county. It is anticipated that the tax <br />rates may rise as industry develops in the county. <br /> <br />A small percentage of lands needed for the project will be on <br />BLM controlled lands upon which the United States Government is <br />exempt from paying ad valorem taxes. Use of Government lands will <br />be allowed by a permanent right-of-way permit only. No lands will <br />change hands, and no taxes will be paid. <br /> <br />It is anticipated that acquisition of lands for this reservoir <br />will not substantially affect the value of adjoining lands nor the tax <br />rates thereon. <br /> <br />There will be minimal or no environmental impact attributed <br />to acquisition of lands. <br /> <br />III-l <br />
