THE ENVIRONMENTAL IMPACT OF THE PROPOSED ACTION

Impacts to the environment will accrue with the change in use
of the area from agricultural and vacant land to that of a dam and
reservoir. Acquisition, construction, and operational use impacts
will be discussed in this section.

A. Acquisition Impacts

The private property owners at the site of the reservoir have
been paying ad valorem taxes annually based on agricultural use
of the lands. Ad valorem tax rates for agricultural lands are
among the lowest in the county. It is anticipated that the tax
rates may rise as industry develops in the county.

A small percentage of lands needed for the project will be on
BLM controlled lands upon which the United States Government is
exempt from paying ad valorem taxes. Use of Government lands will
be allowed by a permanent right-of-way permit only. No lands will
change hands, and no taxes will be paid.

It is anticipated that acquisition of lands for this reservoir
will not substantially affect the value of adjoining lands nor the tax
rates thereon.

There will be minimal or no environmental impact attributed
to acquisition of lands.

III-l
