If included, electric power generation would also be
a benefit, President Carter is currently advocating that small or
medium-sized water projects be investigated for the addition of
hydroelectric power generation facilities.

7, Other Benefits

There may be other ancillary benefits in addition to those
mentioned above. One would be elimination of small ox bow lakes
and marsh lands currently serving as breeding places for mosquitoes.
This could also be considered a detriment rather than a benefit
because of some loss of riparian habitat for wildlife, A second
benefit would be increased income to the tourist industry in Rangely
and Meeker, A third benefit would be the removal of sediment by
storage of waters in the reservoir, resulting in much clearer water
downstream and improved water quality for the Rangely water treatment
plant.

The State has recently enacted laws and regulations, being
implemented by the Colorado Water Conservation Board, that establish
minimum stream flows on Colorado streams, A minimum of 200 cfs or
the natural flow, whichever is less, has been filed upon for this
portion of the White River, This minimum volume of stream flow of
clearer waters should improve the fishery downstream from the dam.

Not all purposes and benefits listed above are mutually,
compatible in this project. Use of the project water for one purpose
may preclude its use for another purpose.

1-10

" <'>_ ,1", k
