<br />Ob25 <br /> <br />6 <br /> <br />These sessions as well were attended by Mr. Shields, tribal <br />attorney Chambers, and tribal engineer Stetson. The State was <br />represented chiefly by Chairman Gordon McOmber, and by the new <br />chief Co~~ission negotiator, Urban Roth. The Interior and <br />Justice Departments sent representatives to every meeting in <br />Helena, as did the United States Army Corps of Engineers. The <br />Interior Department's Assistant Solicitor, Joseph Membrino <br />attended every meeting in 1985 as the Secretary's personal <br />representative. <br /> <br />The first meeting in 1985 (the ninth meeting overall) <br />was, as noted, held in Helena on January 8 and 9. A subsequent <br />meeting was held in Helena on January 28 and 29, 1985 (the <br />tenth meeting). The final formal meeting between the parties <br />took place in Helena on February 27 and 28, 1985 (the eleventh <br />meeting). At these meetings, agreement in principle was <br />reached on all major points. <br /> <br />During February, drafts of a potential Compact were <br />circulated between the parties. During and after the February <br />28, 1985 meeting, the parties continued with their efforts to <br />reduce this agreement in principle to a mutually agreeable <br />written Compact. This required one further informal <br />negotiating session the night of March 18 and the morning of <br />March 19 in Billings, where Mr. Chambers and Mr. Stetson met <br />with Mr. McOmber, Mr. Roth, and other representatives of the <br />State. No Interior Department representative was present at <br />this session, but Mr. Membrino was advised of the issues being <br />discussed by telephone. At length, final Compact language was <br />agreed upon in early April 1985. It is now ready to be <br />presented to the Tribal Executive Board for ratification. It <br />is Appendix A to this Report. <br />
