Appendix I . <br /> <br />RESOLUTION 85-197 <br />JF THE COUNCIL OF THE CITY OF FORT COLLINS <br />trlDORSING H.R. 3547 DESIGNATING PORTIONS OF <br />THE CACHE LA POUORE RIVER AS WILO ANO SCENIC <br />ANO APPROVING OTHER PORTlvNS FOR STUay FOR <br />paTE~T[AL DESIGNATION AS A NATIONAL RECREATION AREA. <br /> <br />WHEREAS. on November 1, 1983, the City Council passed Resolution <br />83-189 which supported possible designation of portions of the pouore River <br />as wild and scenlC; and <br /> <br />WHEREAS, on November 18, 1983, the City Council a9reed to appoint a <br />representati ve member to the Advi sory Panel to Congressman Brown on the <br />Poudre River Wild and Scenic River Designation to consider various <br />designation options; and <br /> <br />WHEREAS, on April 3, 1984, the 'City Council passed Resolution 34-65 <br />endorsing portions of the Poudre River as wild, scenic, or recreational; <br />and <br /> <br />WHEREAS, in May of 1984, then Mayor Horak testified before a <br />Congressional Subcommittee on Publ ic Land and National Parks hearing on <br />H.R. 5185, in support of designatiny sections of the Cache La Pouare as <br />wild, scenic, or recreational; and <br /> <br />WHEREAS, on September 19, lY85, Mayor Rutstein testified at a U.S. <br />Congress Hearing in support of H.R. 566, which would authorize a study of a <br />segment of the Poudre River for possible designation as a National <br />Recreation Area; and <br /> <br />WHEREAS, the Counc i 1 bel i eves that a compromi se has been reached <br />between the northern Colorado Water community and local and national <br />environmental groups in preserving the unique, scenic river canyon portions <br />of the River while keeping open future water storage options; and <br /> <br />WHEREAS, Congressman Hank Brown has introduced H.R. 3547 for passage <br />by the Congress which would designate 75 miles of the Poudre River as Wild <br />and Recreational River and 18.5 miles of River for stUdy as potential <br />designation as a National Recreational Area; and <br /> <br />WHEREAS, H.R. 3547 leaves the segment of the South Fork of the Poudre <br />River from a point in Section I, Township 7 North, Range 73 West of the 6th <br />P.M at elevation 8050 feet above sea level to the easterly section line of <br />Section 3D, Township 8 North, Range 72 West of the 6th p.r~ undesignated <br />under the Wild and Scenic Act for the purpose of allowing the City of Fort <br />Collins to construct a water storage reservoir known as the Rockwell <br />Reservoir for which the City has a conaitional water storage decree; and <br /> <br />NOW, THEREFORE, BE I T RESOLVED BY THE COUNC IL OF THE COLLI NS. that <br />the City Council endorses and urges passage of House Bill 3547 designating <br />portions of the Poudre River as wild and recreational and approving .other <br />port ions for study for potentia 1 des i gnat i on as a Nat i ona I Recreat i ona 1 <br />Area. <br /> <br />tt60 <br />
