<br />Socioeconomic, Institutional, Environmental, and Agronomic Assessments <br /> <br />Assessments of 'socioeconomic, institutional, environmental, and agronomi: <br />factors in the basin will be made. These assessments will include the <br />present condition as well as expected condition under each of the alter- <br />native plans developed. <br /> <br />Formulation of Alternative Plans <br /> <br />Alternative plans wi 11 be developed for three levels of management. Th~ <br />amount and type,of treatment needed for each plan Ivill be shown. <br /> <br />Impacts, Costs, and Displays for Alternative Plans <br /> <br />The alternatives will be evaluated to determine the economic, salt and <br />water budget impacts. Evaluation of potential impact on yields, irrigation <br />labor requirements, net returns per crop and return to management for <br />the typical operation will be made. <br /> <br />Implementation Program <br /> <br />Implementation of the proposed program will util ize USDA programs. <br />Consideration will be given to developing special programs to accelerate <br />implementation related to the time frame proposed. <br /> <br />VI. USDA AGENCY RESPONSIBiliTIES <br /> <br />Agricultural Research Service <br /> <br />The Agricultural Research Service will interpret completed and ongoing <br />research and demonstration data on soil and water conservation that <br />relates to soil salinity, water qual ity, water movement in soils, ground <br />water aquifers, irrigation water requirements and automation of irriga- <br />tion systems. The information obtained in the Grand Valley studies will <br />be correlated with conditions in the Lower Gunnison Basin Unit. <br /> <br />Soil Conservation Service <br /> <br />The Soil Conservation Service has leadership for the on-farm studies, <br />including the interpretation of soils information, analysis of irrigation <br />system improvement needs and the determination of the probable impacts <br />. (economic, environmental, etc.) of each alternative plan for salinity <br />control. These responsibilities will be carried out with present personnel <br />and by using assistance of consultants or the available expertise of <br />other agencies. <br /> <br />003088 <br /> <br />13 <br />
