f. The first order of business of a standing committee shall be to
submit, for AWRBIAC consideration, a proposed outline of responsibilities
which, when adopted as proposed or amended, shall become the guide for the
standing committee activity.

g. The chairman of a standing committee, with approval of its members, is
authorized to make interim and/or short-term appointments to "work groups" as
may be required to carry out the standing committee's responsibilities.

ARTICLE 11 - VOTING PROCEDURE, AWRBIAC

Section 1. Quorum

Two-thirds or more of representatives shall constitute a quorum, provided
that at least four state and five federal agency members are present.

Section 2. Majority Rule

a. All action, except where specifically exempted, shall be in accordance
with the majority vote of the membership present.

b. The term "representatives" includes duly appointed members or
alternates of both federal agencies and states.

c. The chairman may vote, and must vote, in case of a tie.

Section J. Recording of Votes

Upon the request of any member, the "ayes" and "nays" shall be recorded
and published in the minutes.

ARTICLE III - MEETING (GUIDES)

Section 1. Types of Meetings

a. Regular meetings shall be held at suitable intervals throughout the
year. Regular meetings normally will be open to the public.

b. Executive or special meetings may be called by the AWRBlAC Chairman.

Section 2. Location of Meetings

a. The location of regular meetings will normally be rotated among the
various states, preferably selected by invitation from the state.

b. Special meetings will normally be held at a location convenient to the
membership.
