Establishment of Ad Hoc Committees <br /> <br />a. Ad hoc committees shall be appointed by the AWRBIAC chairman and <br />approved by AWRBIAC to deal with special transitory technical and policy <br />problems as they arise and shall be dissolved by similar action. <br /> <br />b. Ad hoc committees normally shall consist of AWRBIAC representatives or <br />their designees having an interest in the subject to be considered, and the <br />chairman thereof shall normally be a representative of the AWRBIAC agency <br />having primary responsibility for t~e subject. He shall be designated by the <br />AWRBIAC chairman. <br /> <br />c. Each ad hoc committee shall be given a deadline for a brie'f report to <br />the AWRBLAC of action taken. <br /> <br />d. Assignments to ad hoc committees shall be specific and deal normally <br />with definite problems rather than abstract questions of coordination and <br />integration. <br /> <br />Section 4. Establishment of Standing Committees <br /> <br />a. Standing committees shall be appointed by the AWRBIAC chairman and <br />approved by AWRBLAC to deal with specific problems of a continuing nature <br />which have been determined by AWRBIAC action to require the appointment of <br />such committees. A standing committee may be abolished by AWRBIAC when it is <br />determined that the services of such a committee are no longer required. <br /> <br />b. Standing committees normally shall consist of AWRBIAC representatives <br />or their designees having an interest in the subject to be considered, and the <br />chairman thereof shall normally be a representative of the AWRBIAC agency <br />having primary responsibility for the subject. He shall be designated by the <br />AWRBIAC chairman. <br /> <br />c. Membership of each committee shall be at the discretion of the Main <br />Committee chairman and the Main Committee and appointments or reappointments <br />shall be made for a term not to exceed I year. The chairman of each committee <br />shall be designated each year by the AWRBIAC chairman. All appointments shall <br />be on a fiscal year basis and are to be made not later than the first meeting <br />of the fiscal year except for the initial establishment. <br /> <br />d. Each stariding committee shall report to the AWRBIAC on its activities <br />at each regular meeting unless excused by the AWRBIAC Chairman. In addition, <br />chairmen of standing committees shall report accomplishments for inclusion in <br />the annual report of AWRBIAC. <br /> <br />e. Assignments to committees shall be specific and deal normally with a <br />limited subject. <br /> <br />5 <br />
