These presentations <br />facilitate exchange of information and perspectives pertaining to <br />program themes. <br /> <br />INSTREAM FLOW <br /> <br />The program at the October 1986 meeting of AWRBIAC focused on the <br />theme, "Instream Flow". The speakers and summaries of their <br />presentations are shown below. The text of their remarks and <br />panel discussion can be found in the published "Minutes of the <br />118th Meeting, Santa Fe, New Mexico, October 8-10, 1986. <br /> <br />PI:!P~_:rtll!l:!ll t__()f . till:!. ....A.:rll!" <br /> <br />Mr. Jake Gage, Water Supply Specialist, Hydrology and Hydraulics <br />Branch, Corps of Engineers, Tulsa District, briefed AWRBIAC <br />concerning rainfall events in eastern Oklahoma for the period of <br />September 26 to October 3. Mr. Gage's presentation focused on <br />the Corps' management of reservoir systems in Oklahoma during <br />this period and flooding which occurred downstream as a result of <br />this rainfall. Mr. Gage stated that the Corps is looking to the <br />states to take the lead in determining release schedules to meet <br />instream flow needs and for protection of the water quality and <br />releases. <br /> <br />l)epa,:rtll!l:!ll.t.. ()r~I!;.:r.i_q'!!t.llJ;..e <br /> <br />Mr. Bobby Reeves, Water Resources Specialist, USDA Soil <br />Conservation Service, Ft. Worth, Texas, discussed instream flow <br />in relation to water impoundments designed and installed by the <br />Soil Conservation Service. Mr. Reeves explained that SCS <br />encourages project sponsors to include enhancement features in <br />their proposed project. Mr. Reeves further stated that release <br />rates are based on a study of existing downstream conditions, <br />water storage characteristics of the impoundment, and a <br />hydrologic analysis of base flows in the stream with and without <br />the project. <br /> <br />!)t_a,t_1:! ()kJ~Il_()1Il11 <br /> <br />Mr. Mike Melton, Assistant Director, Oklahoma Water Resources <br />Board, highlighted "Instream Flow Opportunities within Existing <br />Legal Constraints (Under Oklahoma Law)" presented by R. Thomas <br />Lay, General Counsel, Oklahoma Water Resources Board, to AWRBIAC <br />September 17, 1980.
