<br />. <br /> <br />. <br /> <br />~ <br />-.J <br />~ <br />A <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />two major objectives: (l) to develop a baseline description of the region, <br /> <br />characterizing its present technological, economic, social, environmental <br /> <br />and institutional circumstances and describing its most salient water quality <br /> <br />control problems; and (2) to identify the major basin-wide and region-specific water <br /> <br />quality issues relative to the implementation of PL 92--500 for further de- <br /> <br />tailed analysis in Phase II. Specifically, the detailed studies of Phase II <br /> <br />will document the social, economic, enviromnental, and institutional im- <br /> <br />pacts of achieving or not achieving the goals and requirements of the Act. <br /> <br />In examining the effects of PL 92-500 in the Colorado River Basin, <br /> <br />the study endeavors to blend three important perspectives: <br /> <br />l. To satisfy the requirements and design for the regional assess- <br /> <br />ment studies as specified by the National Commission on Water Quality. <br /> <br />2. To analyze PL 92-500 in relation to the water allocation <br /> <br />decisions, water quality concerns, and institutional evolution which have, <br /> <br />over many years, brought the river to its present state of development. <br /> <br />3. To be responsive to possible future demands on the quantity <br /> <br />and quality of the river in relation to energy development, food produc- <br /> <br />tion, recreation, enviromnental, and aesthetic qualities. <br /> <br />In stating these underlying themes, the Contractor wishes to <br /> <br />acknowledge its awareness that federal, state, and local public officials <br /> <br />and private citizens have expended inestimable time and effort over <br /> <br />many years to find workable solutions to managing this great resource. <br /> <br />This report is offered in the same constructive spirit. <br /> <br />3 <br /> <br />.~,- ,,-~ <br />
