<br />tA) <br />-.l <br />(0 <br />W <br /> <br />.1 <br /> <br />While considerable effort and resources have been expended over <br /> <br />. <br /> <br />the years to regulate and manage the Colorado River for man's <br /> <br />. beneficial use, only in recent years has effort been directed toward <br /> <br />preserving the quality of the waters. Recently, several studies have <br /> <br />. <br /> <br />examined water quality problems and solutions for the Colorado River, <br /> <br />primarily in the area of salinity control. Concerns in this and other <br /> <br />areas have been given further impetus by passage of the Federal Water <br /> <br />. <br /> <br />Pollution Control Act Amendments of 1972 (PL 92-500). The stated <br /> <br />goal of the Act is "to restore and maintain the chemical, physical and <br /> <br />. <br /> <br />biological integrity of the Nation's waters." <br /> <br />In contrast to other water quality studies of the Colorado River, <br /> <br />the focus of this study is upon describing and analyzing the impacts of <br /> <br />. <br /> <br />PL 92-500 as applied and implemented in the Colorado River Basin. <br /> <br />As one of twelve such regional river basin assessments being conducted <br /> <br />. <br /> <br />for the National Commission on Water Quality under provision of PL 92- <br /> <br />500, the general purpose of the study is to illustrate and elucidate the <br /> <br />relation between pre-existing social, economic, environmental, and <br /> <br />. <br /> <br />institutional settings and the types of changes or impacts the Act is likely <br /> <br />to engender. By comparing the twelve regional assessments, the Com- <br /> <br />mission will be able to assess the geographical variations in the degree <br /> <br />. <br /> <br />of impact of the Act's implementation. <br /> <br />The approach in meeting this overall study goal encompasses two <br /> <br />phases.
