<br />For the southern conjunctive use plan overlaying the existing system, the cost of a
<br />significant portion of infrastructure is in place. This investment is estimated in Table 12
<br />consistent with cost estimates presented for new facility installation in Table II. There would be
<br />depreciation on wells, collection systems, and treatment plants that would lessen the value
<br />presented substantially, as well as the consideration that facilities in place may be substandard to
<br />those proposed herein, An attempt is made to account for this by arbitrarily reducing the
<br />estimate investment by one-third. Even so, this represents a significant investment that these
<br />existing water providers could bring to the project. For an estimated 21,816 acre-feet of current
<br />use, this represents a current investment of $8,270 per acre-foot that could be applied to this
<br />project.
