'.

n ,'" ". ~ .., II:i EXECUTIVE SUMMARY
1.J ~.', ''J

This report examines the projected electrical demand
and power supply situation in the West generally, and in
the states of Washington, Oregon, Idaho and California
particularly, mainly for the summer of 1977. Drought con-
ditions have decreased the ability of some hydroelectric
plants to produce electric energy in the amount necessary
to maintain uninterrupted supply to all consumers.
The Washington, Oregon, Idaho and California power
supply systems are part of an interconnected network of
power plants and transmission facilities within the
boundaries of the Western Systems Coordinating Council,
(WSCC) which is a voluntary association of electric
utilities serving all or part of 14 states, and a portion
of Canada. Forty-one percent of the WSCC's electricity
generatin~ capacity is hydroelectric. In Washington,
Oregon, Idaho and northern California the proportions of
hydroelectric generation are much higher than in the
other WSCC states.
During the winter of 1976-1977 some of the lowest
rainfall and snowfall on record occurred in some areas.
While the final outlook is dependent on the precipitation
in the spring and summer months, it is unlikely that
existing water deficiencies can be made up, although
problems in some areas may be alleviated.

",.~;.,..,,'
~f~~~~;0f.~~,

""".{-""~~

~;.;:<'\'., ,-

1
