The <br />earlier such programs are begun, the more hydro <br /> <br />energy can be saved for use during later periods when <br /> <br />the drought may become more severe. In addition, <br /> <br />conservation will ease the stress on thermal generating <br />facilities and allow adequate maintenance to be <br /> <br />effected.
