According to the National <br />Weather Servic8, as of March 1st the streamflow forecasts <br />were for 51 pe.rcent of normal and well below the previous <br />record low flows of 1944 (January to July) and 1926 <br />(April to September). Streamflow forecasts at other <br />reading pointa were for between 38 percent and 70 percent <br />of normal. The March 1st outlook for inflow in the <br />region's reservoirs ranged between 35 and 84 percent of <br />normal data. Some of these percentages may be improved by <br />recent rainfall. <br />The Soil Conservation Service reports that snowpack <br />in the Columbia Basin was about 40 percent of the normal <br />March 1 level.' The Yakima River watershed has only <br />about 11 percent of its normal March 1 snowpack and the <br />Lewis River abbut 8 percent. Eastern Oregon and Idaho <br />watersheds have 15 to 25 percent of the average, although <br />the situation is better in the basin's mountain areas <br />where between 35 and 40 percent of the normal snowpack <br />exists.
