The final survey report is
scheduled for May 1984.

DESCRIPTION: Arkansas City is located at the confluence of the Arkansas and
Walnut Rivers about 4 miles north of the Oklahoma-Kansas state line. The.rec-
ommended plan would include improvement of the existing seven mile long levee
and two miles of channel improvement on the lower Walnut River. The plan would
provide standard project flood protection for about 1,900 structures, of which
1,780 are residences. Because of the extensive urban development in the flood
plain and the threat of catastrophic losses due to overtopping of the existing
levee, the level of standard project flood protection was selected as the
minimum implementable level of protection. The plan would include the purchase
of 35 acres of bottom land for "in-kind" replacement of an equal acreage that
would be destroyed by the Walnut River channel improvement.

The project cost is estimated to be $14 million and the benefit-to-cost ratio
is 2.3 based on July 83 price levels and 7-7/8 percent discount rate.

SPONSOR: Arkansas City, KS.

133, Halstead Local Protection, KS
STATUS: Interim report (part of comprehensive study of the Arkansas River Great
Bend, KS, to Tulsa, OK) was submitted to the Office of the Secretary of the
Army in October 1981. Due to concerns dealing with policy changes and changes
in the survey area, the report was returned. A supplement is now being prepared
to address these concerns.

DESCRIPTION: (TD) Study completed in 1976. Recommended plan for control is a
combination of levee and channel improvement on the Little Arkansas River at
Halstead, KS.

SPONSOR: City of Halstead, Harvey County, and the State of Kansas.

16
