The firm flow represents the water released <br /> <br />" <br /> <br />from Lake Mead for the generation of firm energy which is not later used below <br /> <br />Lake Mead in the United States for irrigation and municipal purposes. This <br /> <br />regulated flow will continue to flow into Mexioo for many years, whioh will <br /> <br />permit her to inorease materially her use of Colorado River water." <br /> <br />Strike the paragraph beginning at the bottom of page 9 and ending at the <br /> <br />top of page 10, and strike the first full paragraph at the top of page 10. Sub- <br /> <br />stitute therefor the following, <br /> <br />"It is oertain that Mexioo, during the next few years, will substantially <br /> <br />inorease her use of Colorado River water. If the treaty is not ratified, it is <br /> <br />." <br /> <br />probable that under the 1929 Pan-Amerioan arbitration treaty Mexioo will ask that <br /> <br />the problems conoerning the use of the river be arbitrated. Such arbitration <br /> <br />could result in an allooation of water to Mexioo greater than that provided by <br /> <br />the proposed treaty. Even if the questions were not arbitrated, future delay in <br /> <br />the negotiation' of a treaty would be hazardous to United States' interests, due <br /> <br />to the material inorease in uses of Colorado River water by Mexioo prior to the <br /> <br />definition of Mexico's rights. It is understood that no treaty relating to the <br /> <br />uses of waters of any stream has been negotiated whioh has not reoognized the <br /> <br />then existing uses being made by the negotiating oountries of the waters of the <br /> <br />stream. In most instanoes provision was made for inoreased uses. It seems i~- <br /> <br />portant to orystallize at this time Mexioo's rights to the use of Colorado River <br /> <br />water at as low a quantity as is possible.
